MISSION and PHILOSOPHY
The Policy Circle is a national, non-partisan 501(c)3 that informs, equips, and connects women to be more impactful citizens.
We believe that small groups of informed citizens can start movements, change communities, and create meaningful change. Most of the great moments in American history started with a small band of men or women who had the courage to take a stand – to lead. Their collective work embodied the understanding that with freedom comes responsibility.
At The Policy Circle, we are building an authentic community of women who prize economic and personal freedom. We attract curious problem solvers and then provide them with the tools and supportive community they need to thrive as effective civic leaders.

We Put Principles First
Innovative solutions rooted in personal and economic freedom lead to the greatest opportunities for human flourishing. Sound public policy holds to founding principles, trusts individuals, and embraces an entrepreneurial approach to address the most pressing issues of the day. At The Policy Circle, we believe that more government is not the answer. We do not seek more women in influential roles just for the sake of having more women. We aim to attract, equip, and elevate women committed to making government accountable, transparent, and effective.
We Stay Local
If you fail to take the initiative and shape local policies, someone else will. While national politics gets all the attention, real change happens at the local level. The Policy Circle provides a framework for civic-minded women to become informed, discuss issues in their community, and develop thoughtful, actionable solutions. Local engagement is where women can start their leadership journey and have an immediate impact. When you’re armed with knowledge and backed by other Policy Circle women, you have the tools and confidence needed to become a civic changemaker.
We Focus on Facts, Not Politics
Politics is about personalities; policy is about people. If you value curiosity and seek knowledge, you can find solutions to help your community thrive. The Policy Circle provides nonpartisan information to strengthen civic knowledge, helping women craft talking points that build credibility with decision-makers. Our programs prepare members to tackle issues like housing, mental health, economic development, and emerging AI, equipping them to engage in fact-based, constructive dialogue with a broad range of people, even those with differing views.
We Show Up And Do the Work
Building relationships and credibility are vital to becoming an influential local leader. The Policy Circle’s Civic Leadership Roadmap provides a blueprint for constructive civic action. We help our members understand the civic landscape, connect the dots between policy and outcomes, and prompt them to connect with local and state officials. When you take the time to listen, build consensus, and participate in the process, you add value, build coalitions, and move the needle on issues that matter to you most.

Policy Circles foster learning and relationships, boosting participants’ confidence. The roundtable format gives everyone an opportunity to layer their lens of care into the facts being discussed. Our generous community shares best practices and innovations, ensuring every woman is equipped to face the challenges of service. OUR HISTORY
2015
The Policy Circle was founded in 2015 by Sylvie Légère, Angela Braly, and Kathy Hubbard in response to the lack of female voices in the public policy conversation. Believing that freedom, entrepreneurial values, and personal responsibility create the best outcomes for people to flourish, they established a platform where informed dialogue could propel women to lead and take action in their communities. 2016
Built on the powerful premise that fact-based, civil discussions on public policy could build up women’s confidence and empower them to step off the sidelines, The Policy Circle introduced Circle Conversations as its cornerstone. Women across the country found value in these roundtable discussions, centered around our Policy Briefs, leading to the rapid growth of Circles and the expansion of a network of engaged, informed citizens.
2017
As the community organically grew, so did The Policy Circle’s initiatives. In 2017, we launched the Annual Leadership Summit, bringing together citizens, policymakers, and thought leaders to discuss timely topics in a new city each year. These gatherings foster connections among like-minded, action-oriented women, building strong networks of allies.
2020
In 2020, The Policy Circle launched virtual events to explore pressing issues with policy experts and leadership professionals, empowering attendees to take informed action in their communities. That year also saw the introduction of the Civic Leadership Engagement Roadmap (CLER), The Policy Circle’s groundbreaking civic leadership program that has rapidly grown and helped participants secure influential roles in their communities.
2023
In 2023, we expanded our reach with the launch of the regional event series, “Day at The Capitol,” in cities across the country. These traveling events bring our community of women together, providing an opportunity to meet with legislators and fellow changemakers and engage in programming designed to propel them into local and state leadership roles.
2024
Today, The Policy Circle remains committed to informing, equipping, and connecting women through a growing library of Policy Briefs, an expanding array of leadership development opportunities, virtual events, regional gatherings, the National Leadership Summit, and engaging digital content. From its beginnings in three women’s living rooms, The Policy Circle has grown into a thriving community of over 15,000 women across 48 states.

A recognized leader in business and healthcare, Angela serves on the board of directors of Brookfield Corporation and ExxonMobil and formerly served on the Board of Procter & Gamble and Lowe’s. Angela formerly served as the Chair, President, and Chief Executive Officer of WellPoint, Inc. (now called Elevance Health).
Angela has been named one of the 100 Most Powerful People in Healthcare, one of the Top 25 Women in Healthcare by Modern Healthcare, and has appeared many times, once as high as 4th, on the list of most powerful women in both Forbes and Fortune.
Kathryn Hubbard
Co-Founder and Treasurer
Kathy Hubbard is a businesswoman, public policy activist, and philanthropist supporting education reform. She is a partner with her husband at E & A Companies which acquires and expands small, growing companies. Kathy is a founder of The Policy Circle and of Bridges on Understanding, serves on the Board of the American Federation for Children, the Board of Trustees of DePauw University, also founding the Kathryn Fortune Hubbard Center for Student Engagement at DePauw. She was also appointed by President George W. Bush to the J William Fulbright Scholarship Board, serving from 2006-2008.
Barbara Stewart
Board Member
Former Chief Executive Officer, AmeriCorps
Co-Founder and Trustee, Bowe-Stewart Foundation
Barbara Stewart served as the CEO of AmeriCorps, the federal agency for service and volunteerism, from 2018 through 2021. She served on the Board of NASDAQ listed ZeroFox, a cybersecurity company from 2023 – 24. Barbara co-founded the Bowe-Stewart Foundation in 2012 with a focus on closing the opportunity gap and enhancing civic education and civil discourse. Earlier in her career, Barbara was a Managing Director at JPMorgan Chase and served in policy roles for Illinois Governor Jim Thompson and two Lt. Governors.
Barbara earned a B.A. and M.B.A from Northwestern University and was awarded an Honorary Doctor of Humane Letters degree from Knox College. She is a 1991 Leadership Greater Chicago Fellow, has held leadership roles on numerous civic and non-profit boards, and helped found the Christopher House charter school. Barbara is a member of the Economic Club of Chicago, and currently chairs the University of Chicago’s Leadership & Society Initiative’s Advisory Board She serves on the Board of The Policy Circle and the National Advisory Board of Service Year Alliance. Barbara is a Trustee of the American Battlefield Trust and the Civic Federation of Chicago. She was recently appointed to the Maryland Governor’s Commission on Service and Volunteerism.
Kathy Crow
Board Member
Kathy Crow is a civic volunteer in Dallas, Texas predominantly focused on
volunteer leadership support in her family’s real estate business and in
volunteer support in the education arena. She serves as a member of
Manhattan Institute’s Board of Advisors.
With a focus on education, she serves on the Board of Trustees at
Southern Methodist University, and the Executive Advisory Boards of
SMU’s Cox School of Business and SMU’s Simmons School of Education.
Additionally, Kathy serves on the Board of Advisors of the Kenan-Flagler
School of Business at the University of North Carolina. She is the Board
Chair of Teach for America North Texas and sits on the Advisory Board of
the James Madison Program at Princeton University, among others.
Kathy is the recent Chair of the Board of the St. Mark’s School of Texas, a
private, independent school for boys and served for many years in
leadership of the Board of the independent, all-girls Hockaday School.
Kathy earned her MBA from Southern Methodist University and her BA at
Princeton University.
Elizabeth Fowler
Board Member
Mrs. Fowler is a Director of the Triad Foundation and has served in this role since 1995. Before that, she was a senior vice president at Bank of America, where she began working in 1984 in the corporate banking division in Tampa, Florida. Mrs. Fowler is active in nonprofit work and is the Founder of Frameworks of Tampa Bay and currently serves on its board and its development and program committees. She also is currently serving as Chair of the Academy Preparatory Tampa School Board, the Lowry Park Zoo Endowment Board, the Metropolitan Ministries Endowment Board, the Board of The Phoenix, the GuidEd Board, and the national Board of The Policy Circle.
Triad Foundation supports over 35 non profits in Tampa primarily engaged emotional intelligence, character building, positive coaching, mentoring, education, human services, and addiction/recovery programs.
Laura Cox Kaplan
Board Member
With more than 25 years of experience at the highest levels of business, politics, public policy and communications, Laura brings a unique perspective to conversations with a broad range of thought leaders. And, most importantly, she provides a needed break from the shouting, fake news, and divisive politics that have become difficult to avoid.
In addition to “She Said, She Said,” Laura works as an adjunct professor at American University, and as a corporate and non-profit board director and adviser. She spends much of her time focused on women’s political engagement, leadership, and empowerment, including collaborative efforts with partners in the private, public, and non-profit space who are looking to address the various drivers that contribute to the lack of gender diversity, especially in elected office. Her work also includes efforts to increase awareness about the importance of public service as a component of leadership, personal, and professional development.
Laura frequently speaks before a range of audiences and writes a regular blog. She has been published in Fortune Magazine, The Huffington Post, World Economic Forum Blog, among others.
Previously, Laura spent more than a decade on the executive management team of accounting and professional services firm PricewaterhouseCoopers, LLP (PwC), where she led PwC’s public policy and engagement strategy. Prior to joining the PwC partnership, Laura served in senior positions at the U.S. Securities and Exchange Commission, and the U.S. Department of the Treasury, where she focused on the legislative and regulatory response to corporate governance and accounting failures in the late 1990s, and on the implementation of the Sarbanes-Oxley Act of 2002. She spent almost 10 years on Capitol Hill as a senior communications strategist.
In 2016, Laura received the Alice Paul Alumnae award from American University for her work on women’s political engagement. In 2015, Laura was named one of Washingtonian Magazine’s 100 Most Powerful Women in Washington. In 2014, Laura received a “Trailblazer Award” from the American Law Journal for her work in public and regulatory policy.
Laura received a Master’s degree from American University in Washington, D.C., and a Bachelor’s degree from the University of Texas in Austin. Laura and her husband, Joel, live with their son and daughter in Chevy Chase, MD.

Rebecca Painter
Chief Executive Officer
Rebecca is a visionary nonprofit executive recognized for uniting diverse stakeholders, building high-performing teams, and delivering measurable results while preserving mission integrity.
As Senior Vice President at State Policy Network, she oversaw strategic partnerships, development, communications, and donor engagement. Earlier in her career, she served as Vice President of Development at the South Carolina Policy Council, where she led a significant shift to individual philanthropy and grew the donor base. She also held advancement roles at Norwich University.
Rebecca holds a B.A. in Public Relations with a minor in French from the University of South Carolina. She serves on the Board of Directors of The Mason Foundation, which ensures that every child in South Carolina who wants to play sports can. Rebecca lives with her husband, Keith, and their son, Everett.
JoBeth Wood
Advisor to the CEO
JoBeth Wood serves as Advisor to the CEO, where she provides strategic counsel, development expertise, and guidance on long-term planning to help the organization maximize its impact and achieve its mission.
Previously, she held development and advisory roles at the State Policy Network. JoBeth began her career as a White House intern and spent more than a decade in Washington, D.C., working for Members of the U.S. House of Representatives while also contributing to congressional campaigns nationwide.
JoBeth earned her degree in communication and theatre from Charleston Southern University. She resides in Florida with her husband and three children. In her spare time, she does photography, volunteers at her children’s school, and is active in her church.
Kristy Kuna
Chief Strategy and Operations Officer
Kristy serves as the Chief Strategy and Operations Officer, overseeing The Policy Circle’s growing and diverse Membership and engagement programs, and expansion initiatives. Kristy has devoted her career to making an impact through her work in the non-profit sector, bringing more than 20 years of experience focused in organizational building, along with creation and implementation of programs, membership and engagement strategies. Her previous work has been focused in healthcare advocacy, where she successfully built a national organization from the ground-up as a founding staff member and spent 17 years helping to build a thriving and successful non-profit patient organization. Throughout her impressive tenure, Kristy was able to be an active part in key facets to non-profit development with specialized skills in community building, volunteer engagement and management, program creation and member mobilization.
Erica Shoe
Director of Partnerships and Development
Erica serves as the Director of Partnerships and Development with The Policy Circle’s philanthropic partners to advance the organization’s priorities and grow TPC’s impact across the country.
Over the last 20 years, Erica’s career has focused on C-level business development and sales, stakeholder engagement, disruptive philanthropic fundraising and strategy, marketing and communications, and public policy. Erica is passionate about connecting, building, and stewarding partnerships that create lasting and outsized impact.
She began her career in sales and marketing for John Deere where she spent 10 years working in sales and marketing before transitioning to John Deere’s global Public Affairs team to manage the JDPAC and served as the Public Affairs representative for the Ag & Turf Division. Following her tenure at John Deere, she joined the National Association of Manufacturers, serving as the Southeast Membership Director, and then spent more than 4 years at Stand Together, focusing on development and executive partnerships. Most recently, she consulted on fundraising and partnership strategies.
Erica recently helped launch JUMPSTART North Carolina, an organization that partners with churches, donors, and community partners to disciple the incarcerated and assist returning citizens with re-entry services. She is also actively involved in her children’s school.
Erica is the proud mom of two children and lives in the Charlotte, North Carolina area with her husband.
Sara Cribari Hill
Director of People and Civic Impact
Sara is a graduate of the Fashion Institute of Design and Merchandising where she studied to be an Inventory Planner and Buyer. Upon graduation, she started her career at Old Navy headquarters, a part of Gap Inc., in San Francisco and spent the first ten years of her career there. After five years as a Buyer for Old Navy’s international markets, she was then asked to join the Human Resources team where she specialized in organizational design, change management, and building emerging leader training programs. Following her time at Old Navy, she was CEO for her community’s Chamber of Commerce in California where she focused on rebuilding the Leadership Merced program to equip and train civic leaders. Sara then helped to start up three properties during the pandemic with Hyatt as Director of People and Community Impact for El Capitan in Merced, CA. Her time in California’s Central Valley is where she became engaged in civics and realized the importance of being involved at a local level.
As the Senior Manager of People and Leadership Development, Sara will manage all human resource functions for the organization and co-manage the execution and development of our leadership engagement programs. Sara herself is a graduate of CLER 1.0, 2.0, and 3.0, and is excited to be a part of an organization that makes a positive and productive impact in communities throughout our great country.
Sara and her husband split their time between their home in Cody, Wyoming, Northern California, or traveling in their Airstream. She spends as much time as she can outside going on several walks a day, and enjoys hiking, gardening, snow sports, road trips, and putting together agendas for gatherings with family and friends.
Kristen Williamson
Director of Communications and Engagement
Kristen Williamson is Director of Communications and Engagement at The Policy Circle, where she leads brand strategy, marketing, and communications to elevate the organization’s national impact. In this role, she serves as the chief storyteller, highlighting the achievements of women civic leaders and showcasing how The Policy Circle’s community-driven model empowers engagement in public policy.
Previously, Kristen managed public relations at a Fortune 22 corporation and led communications for a public interest law firm, where she managed media for over 65 federal cases involving free speech and civil liberties. She also helped launch a nonprofit organization focused on civic leadership and public discourse. Kristen began her career in the U.S. Congress and served as a press secretary for a national policy organization.
She holds a B.A. in Political Science and History from the University of Illinois and an M.A. in International Affairs from George Washington University. Kristen lives in suburban Chicago with her husband and two children.
Kim Borchers
Associate Director of Civic Impact
Kim currently serves as National Committeewoman for the great state of Kansas and is the President and owner of Bird Dog Recruitment and Consulting LLC. Kim’s firm focuses primarily on placement of senior talent at the highest levels of state and federal government along with management development. Prior to opening her firm, Kim was the Executive Director of Leadership Development at a national think, the Foundation for Government Accountability, where she created and launched the organization’s Talent Bank Project. Kim has spent 20 years in the grassroots movement starting as a young mom fighting pornography in her public library. She has served in a myriad of roles in politics, starting as a precinct committeewoman and most recently as Deputy Chief of Staff for Kansas Governor Sam Brownback’s administration. During Brownback’s tenure, she also served as his Director of Appointments for Boards and Commissions and the Director of Personnel for then Governor-Elect Brownback’s transition team. Upon graduation from the University of Kansas with a degree in Human Biology, Kim’s early career began in the healthcare industry working for TAP Pharmaceuticals. She also worked part-time in the radio business and was afforded the opportunity to create and host a local radio talk show program known as “News You Need to Know” on KMAJ 1440 AM.
Kim’s work on the national level has led her to be recognized by the national Independent Women’s Forum(IWF) in their Champion Women’s Series and as a featured speaker for The Policy Circle’s 2018 Circle Leadership Summit in Chicago. She is also a mentor and coach for women in politics for Michigan’s Women’s League of our Own.
Currently, Kim serves as a Director for Kansas Delta Dental, a board member for the Eisenhower in Public Service Series, a board member for Cair Paravel Latin School, a volunteer for Topeka Civic Theatre and as an advisor for an anti-sex trafficking task force Freedom Now-USA and JAG-K. Kim and her husband of 25 years, Tim, have three children and reside in Topeka, Kansas.
Kelsey Griffin
Chief of Staff
Kelsey Griffin serves as the Chief of Staff at The Policy Circle. Prior to joining The Policy Circle, Kelsey worked for a national nonprofit and gained experience in large-scale development efforts and data-driven development strategy. She brings her skills in data analysis, strategic research, and coordination of campaigns and communications to The Policy Circle, where her focus is on cultivating a robust network of support.
Kelsey earned her Bachelor of Arts from Harding University, where she concentrated her studies in Political Science and theological studies before graduating Summa Cum Laude and Honors with Distinction. Her passion for investing in communities of women first took off in college when she co-founded the first student-led women’s conference at her university. Kelsey now lives in Houston, Texas with her husband, Jarrod.
Ali Hendricksen

Ali is the Senior Manager of Events and Programming at The Policy Circle, where she leads the planning and execution of high-impact events that foster civic engagement and leadership. With a strong background in events, communications, marketing, and fundraising, Ali brings a decade of experience working with nonprofits of all sizes to build meaningful connections and advance mission-driven goals.
Prior to joining The Policy Circle, Ali held roles across the nonprofit sector, developing strategies that elevated organizational visibility and donor engagement.
Ali holds a Bachelor’s degree in Public Policy from Jessup University in northern California. She lives in Fort Worth, Texas, with her husband, Tyler, and their corgi, Scooby.

Beth McQueen brings years of experience in education, administration, leadership and outreach. After receiving her BA in Early Childhood Education from Clemson University, Beth began her career as a teacher and developed the prekindergarten program in her county, a first in the state of Florida. She later spent a semester studying literature and writing in Australia through a Michigan State University education abroad program. She then received an MEd in Educational Leadership from University of North Florida. Her passion for people and culture soon brought her to the nonprofit sector where she served as an outreach director for a multicampus, megachurch. Beth has experience developing partnerships, training volunteer teams and traveling globally to provide support and encouragement to missionaries and agency representatives. Beth is an avid reader, loves to travel and enjoys hiking and exploring her surroundings wherever she may be.

Abigail serves as Policy & Programs Fellow at The Policy Circle. In this role, she researches, crafts, and develops policy materials for the Briefs and Programs teams. She holds a Master of Public Policy from Pepperdine University, specializing in international relations and applied economics. During her time in the program, she served as the Editor-in-Chief of the student journal and traveled locally and internationally to represent Pepperdine University.
Abigail grew up in Austin, Texas and graduated with a Bachelor of Arts in History and Philosophy from Texas A&M University. While at A&M, she found and develop her passion for research, which culminated in her thesis on the history of the Westphalian system as part of the Undergraduate Research Scholars program. She previously interned for USAID and the Alexander Graham Bell Association for the Deaf and Hard of Hearing. Outside of work, Abigail is an avid reader and enjoys playing pickleball with her family, soccer, and hiking around her new home in eastern Tennessee.

Teresa Brown
CLER Facilitator
Teresa Brown is the founder of Magnolia Circle Consulting, dedicated to helping philanthropic investors and nonprofit leaders realize their vision and achieve meaningful impact, while also empowering the next generation of female leaders. Teresa has over twenty years experience in the philanthropic and nonprofit world, having previously served in senior positions at State Policy Network and Searle Freedom Trust, and with the Atlas Network. She also has a background in journalism and academia, working as a writer, editor, and adjunct professor of European History. Teresa holds a dual bachelor’s degree in political science and international affairs from Florida State University and did doctoral work in European and women’s history at American University. She has a certificate in Women in Leadership from eCornell.
A native of Florida, Teresa spent 16 years in DC, before relocating to South Carolina, where she now lives with her husband and three bonus children.
Stefanie Hood
CLER Facilitator
Stefanie Hood is Corporate Counsel for a national healthcare provider, where she advises on regulatory compliance, healthcare operations, and employment matters. She serves as Board President of the National Alliance on Mental Illness (NAMI) DuPage and as a Board Member of the Citizens’ Council for Health Freedom. Stefanie is also a graduate of the Health Reformers Academy fellowship and a Civic Coach for The Policy Circle. She previously served on the Board of Directors of the Liberty Justice Center and is a former state legislative candidate in Illinois, reflecting her deep commitment to civic engagement.
A lifelong Illinois resident, Stefanie is from Glen Ellyn, where she lives with her husband and their two children, ages 8 and 10.
Sharon Sedlar
CLER Facilitator
Sharon Sedlar lives in Pennsylvania with her husband and 6 daughters. Her public advocacy life started with a simple letter as a concerned parent to dozens of Pennsylvania legislators. Since that time, she has been asked to testify for the PA Senate, the PA House of Representatives, and the US Ways and Means Committee on the importance of education freedom and respect for parent agency. She can also be seen speaking at schools, rallies, National School Choice Week events, or at the Harrisburg Capitol. These experiences inspired Sharon to build PA Families for Education Choice, an 501(c)3.
Kimberly Moros
CLER Facilitator
Kimberly Somerholter Moros is a retired U.S. Army Colonel with 26 years of distinguished service, including seven pivotal years at U.S. Special Operations Command (USSOCOM). She is a recognized expert in crisis
planning, strategic communications, and connecting others. Her expertise was honed during her time at USSOCOM, where she developed and implemented a strategic program placing transitioning service members at the core of business and national security opportunities. She has also served as a guest instructor at NATO School, specializing in diplomacy, information operations, and public affairs.
Currently, as a Strategic Design Advisor at Iron Eagle X, Kimberly leads enterprise-wide design innovation and performance initiatives supporting key government stakeholders. Her leadership roles have been instrumental in shaping the international engagement strategies for Madison Springfield Incorporated. She fostered high-level relationships across 28+ international military entities and coordinated flagship conferences like Special Operations Forces (SOF) WEEK and other Commander-led Conferences.
Kimberly’s pioneering work in veteran transition began during her military career and culminated in her instrumental role in developing the United States Special Operations Command Career Transition Program—a program that was later adopted across the Department of Defense. She is now leveraging her expertise through JEM Performance Solutions, offering coaching strategies for clients to reach their peak performance, and she is an active member of The Policy Circle.
Nicki Venable
CLER Facilitator
Nicki Venable is a seasoned professional with over 25 years of experience as a public servant and change agent, passionately committed to empowering individuals and organizations to achieve their goals. Currently serving as Director of Legal Operations at Ambassador Enterprises, Nicki blends her expertise and a deep-rooted passion for coaching and facilitation. As the founder of NV the Connection, LLC, she specializes in motivational interviewing and strengths-based coaching, helping clients navigate personal and professional transformations through trusted collaboration and public speaking.
A lifelong advocate for community engagement, Nicki actively contributes to Northeast Indiana’s civic landscape. She holds board positions on the Columbia City Plan Commission, Whitley County Sewer District, and Mission 25 of Northeast Indiana, where she drives initiatives in strategic planning, infrastructure, and regional missions. Her approach—meeting people where they are—has made her a sought-after connector, instructor, and sounding board for leaders and teams alike.
Nicki holds a Bachelor of Science from Indiana University and a Master of Science in Management from Indiana Wesleyan University. She is certified in leadership and strengths coaching by prestigious organizations, including the Motivational Interviewing Network of Trainers (MINT), Gallup, and the International Coaching Federation.
In her personal life, Nicki has been married to her husband, Michael, for 20 years. Together, they raise three children in Columbia City, Indiana, where family and community remain at the heart of her world.
Deb Waszak

Deb Waszak is a mission-driven executive with a proven record of scaling civic and nonprofit organizations, securing multimillion-dollar funding, and building high-performing teams that deliver measurable community impact. She has served as Village Administrator in Fox Lake and Mettawa, and as Chief of Staff in North Chicago, where she led strategic reforms, infrastructure development, and nationally recognized youth workforce initiatives.
With experience spanning public management, technology, and fundraising, Deb has championed transparency, fiscal stewardship, and innovative solutions – leveraging AI, cloud tools, and digital engagement platforms to bring communities closer to decision-making. Her leadership has been recognized by the federal government, private corporations and numerous civic organizations.
A Policy Circle Civic Coach and graduate of all CLER courses, Deb is passionate about developing grassroots leaders and empowering women to step into civic and community roles. She previously served on multiple nonprofit boards and is currently an active member of several professional, civic, and technology groups. Deb holds a Master of Public Management from Carnegie Mellon University.

Kimberly Moros
Military Fellow
Kimberly Somerholter Moros is a retired U.S. Army Colonel with 26 years of distinguished service, including seven pivotal years at U.S. Special Operations Command (USSOCOM). She is a recognized expert in crisis
planning, strategic communications, and connecting others. Her expertise was honed during her time at USSOCOM, where she developed and implemented a strategic program placing transitioning service members at the core of business and national security opportunities. She has also served as a guest instructor at NATO School, specializing in diplomacy, information operations, and public affairs.
Currently, as a Strategic Design Advisor at Iron Eagle X, Kimberly leads enterprise-wide design innovation and performance initiatives supporting key government stakeholders. Her leadership roles have been instrumental in shaping the international engagement strategies for Madison Springfield Incorporated. She fostered high-level relationships across 28+ international military entities and coordinated flagship conferences like Special Operations Forces (SOF) WEEK and other Commander-led Conferences.
Kimberly’s pioneering work in veteran transition began during her military career and culminated in her instrumental role in developing the United States Special Operations Command Career Transition Program—a program that was later adopted across the Department of Defense. She is now leveraging her expertise through JEM Performance Solutions, offering coaching strategies for clients to reach their peak performance, and she is an active member of The Policy Circle.
