Meet the Michigan State Leadership Council

To deepen the engagement of Policy Circles in the states and continue expansion, The Policy Circle created the State Leadership Council (SLC) program in 2018. SLC’s expand The Policy Circle’s mission by recruiting more Circle members and leaders in their state, welcome new Circle leaders, and provide engagement opportunities for members. We are grateful for the amazing women who serve regionally and are passionate about our mission to inspire the next generation of women leaders.

Meet the 2021 Michigan State Leadership Council 

Kristen Combs

Over the years, Kristin has worked in various positions in the legislature covering everything from constituent relations to policy.

In 2010, she was offered a position with the House Republican Campaign Committee and won a historic majority in the Michigan House of Representatives.

Since that initial foray into political campaigns, Kristin has covered every facet of campaigning.

In June of 2021, Kristin embarked on her newest adventure; with her business partner, founder of Bright Spark Strategies. Bright Spark is a political consulting, fundraising and compliance firm.


Monica Palmer

Monica has a bachelor’s degree in Accounting Information Management from Davenport University and has spent the past 20+ years working in finance and operations. 

Monica was elected as Florence Township Trustee in 2011 and has been an elected Delegate every cycle after. 

She has served on Republican Committees at the County and District level in the capacity of Secretary, Vice-Chair, or Chair, and is serving her second term on the MI GOP State Committee and is the Wayne 14th County Chair. 


Theresa Mungioli

Theresa is passionate about civic engagement and community service. She was elected to the Rochester Hill City Council in 2019 and serves on several community boards.

Theresa has served on the Rochester Community Schools Board of Education and was actively engaged in the PTA prior to her election.  She is the only elected official to serve on the school board and city council.

She is a Certified Project Manager (PMP) and works at a large automotive company. Theresa has led the Women’s Employee Resource Group at the company, helping women with mentoring, education, and networking opportunities.
